  • BW238/COMM/CR/MR/OR/16: UPGRADE OF BLOEM WATER'S INSTRUMENTATION NETWORK

    Bloem Water is a schedule 3B Public Business Enterprises (PFMA, Act 1 of 1999), which has been established in terms of the Water Services Act (Act 108 of 1997). Bloem Water is a Water Board, with the mandate to provide water services to the Southern and Central areas of the Free State Province. Competent Service Providers are invited to submit proposals to conduct a detailed design and implementation of the upgrading of the Bloem Water’s Instrumentation network and its integration into the existing Bloemfontein Water Instrumentation System. The service provider should in all respects comply with the conditions as set out below and as specified in the tender document. It is estimated that tenderers should have a CIDB contractor grading designation of 3 EP in accordance with Regulation 25(1B) or 25(7A) of the Construction Industry Development Regulations, 2004. Potentially emerging (PE) enterprises who satisfy the criteria stated in the bid document may submit bid offer. Only tenderers that satisfy the eligibility criteria stated in the tender document will be eligible to submit tenders. Background Bloem Water has a number of pump stations and reservoirs which are spread over three regions which are Modder River, Orange River and Caledon River. These pump stations and reservoirs together with dams are monitored by the process controllers who ensure that there are no water supply interruptions. Treated water is pumped from the water treatment plant to booster pump stations then to reservoirs and finally to the consumers. A communications system needs to be in place for the different water transportation and storage components for an uninterrupted water supply to the end user. The communication system concern enables the process controllers to monitor reservoirs and pump stations, which have been programmed to provide live operational statuses in order for a precautionary or reactionary action to be applied by the process controller dictated by the status of a component. Bloem Water radio communication network consists of Radio Repeater links and Telemetry stations. A single repeater station consists of four (4) radio links which are: local voice link, voice link, local telemetry link and telemetry link. From a telemetry station, information is transmitted via the antenna to a local radio telemetry link, from there is transferred to the telemetry link in the same station via wire connection where it is then broadcasted to the next repeater with the same frequency. Bloem Water currently uses analogue radio communication and Modbus communication which has proven to be slower than digital radio communication and Ethernet communication. The current radio communication has become inefficient as a result of radio interferences and becomes very slow due to data transmission overload which at times results in a complete shutdown of the system. Therefore Bloem Water has identified the need to migrate from analog to digital communication mode through the upgrade of its existing radio communication network of its three regions. Scope of Works This appointment requires the provision of Professional Services to conduct the following: Radio Communication: Provide a proposal on the upgrade of a radio communication networks from analogue to digital and integration of the system. Provide a project implementation methodology together with relevant block diagrams and descriptions must be supplied detailing exactly how the proposed solution will meet the Bloem water telemetry requirements. This should also detail how the continuous operation of the telemetry system as a whole is achieved during implementation of the upgrades i.e. what measures would have been put in place in order to minimize downtime. The proposal should provide details regarding the final design and must indicate how the implementation of network segmentation and traffic routing is to be achieved. Training needs to be specified and form part of the proposal. Technical support to form part of the proposal. Health and safety proposal with respect to the project. The proposal to include technical and financial proposal. Implementation and commissioning of the approved proposal components relating to the upgrading of the radio communication network, which shall also include training on the system. Lesaka and OK Programmable Logic Controllers Supply, install and commission of PLC which consists of the following: 2 * BMXXBP1200 12 Slot backplane 2 * BMXCPS2010 24V Power Supply 2 * BMXCPU 342020 CPU. 4 * BMXDDI 3202 Digital 24VDC sink Modules 4 * BMXDDO 3202 Digital Output 24VDC Module 6 * BMXAMI 0810 Analogue Input Modules 4 * Analogue Output Modules 2 * NOE module Telefast pre wire Cable as needed for DDI/DDO and AMI in 3M length All connectors and plugs as needed to build the PLC All wiring to field points must be individually fuse protected per point and connected in pump sections to the 24V supply with a 2A Circuit breaker Any other components deemed necessary should be stipulated and quoted on. The existing cabinet will remain. The old Modbus PLCs will be removed and the new M340s will be installed in the space created. Specifications of work to be done. Old PLC must be removed Old cabling to be removed Old HMI to be removed New HMI to be installed New HMI to be programmed to have mimics and to be able to start and stop pumps. New PLC to be installed on the space created New PLC to be programmed for operating pump and also associated instrumentation thereof which was in the old PLC. New cabling installed Ability to start and stop pumps on the HMI. The statuses of the pumps such as running, stopped, tripped, Auto, Manual and off must be visible on the SCADA system. Mimics of all pumps to show on the SCADA. Install power consumption meters for pumps and program them accordingly and be able to see them on the SCADA. Ability to have pumps started and stopped according to reservoir levels. Display Lesaka and OK reservoir levels and flow meter readings at Rustfontein SCADA. Create fault history page on the SCADA Have an intruder alert for both pump stations (Lesaka and OK). Install level measurement at Lesaka reservoirs 1 – 3 and connect to telemetry and SCADA for displaying those levels at Rustfontein water treatment works. Required Qualifications/ Evaluation of Bids: Preference will be given to Service Providers who have demonstrated previous expertise in the relevant field, capabilities, and have the required qualified human resources. The prospective Service Providers must demonstrate competency, mention experience and attach a list of projects they have successfully completed of a similar nature and demonstrate sound ability for Project Implementation; Firms who meet the specified pre-qualification will be further evaluated in line with the 80/20 method as per the PPPF Act; Bloem Water reserves the right not to award the tender to the highest scoring bidder.     PROJECT – XHARIEP PIPELINE:  FEASIBILITY STUDY

    Bloem Water is a schedule 3B Public Business Enterprises (PFMA, Act 1 of 1999), which has been established in terms of the Water Services Act (Act 108 of 1997). Bloem Water is a Water Board, with the mandate to provide water services to the Southern and Central areas of the Free State Province. The Greater Bloemfontein Water Supply System (GBWSS) supplies water to the larger centres of Bloemfontein, Thaba Nchu and Botshabelo, as well as to the smaller towns of Wepener, Dewetsdorp, Reddersburg, Edenburg and Excelsior. The water shortage which is being experienced in the Greater Bloemfontein area has prompted consideration of bringing forward the implementation of what had previously been considered to be medium to long term bulk water supply augmentation interventions. Professional Service Providers are invited to submit proposals to conduct a feasibility study to determine the potential to pump water via a pipeline from the Xhariep Dam, integrated into the existing Bloemfontein Water Supply System. Scope of Services This appointment requires the provision of Professional Services to conduct the following: An Inception Phase including review of existing information, a site visit, and submission of an Inception Report; Phase 1: Pre-feasibility Study to select options from work completed to date for detailed Feasibility Study, and submission of Pre-feasibility Report, and supporting sub-reports; Phase 2: Detailed Feasibility Study and Preliminary Design of the selected option, and submission of a Feasibility Study Report with supporting sub-report; A parallel Environmental Impact Assessment from commencement of the study to completion and submission of associated reports, aimed at obtaining Environmental Authorisation; Preparation and submission of relevant License Applications; Firms who meet the specified pre-qualification will be further evaluated in line with the 80/20 method as per the Preferential Procurement Regulations 2017 (PPR 2017).
