    Section T1.1: Tender Notice and Invitation to Tender

     

    Bloem Water is a schedule 3B Public Business Enterprises (PFMA, Act 1 of 1999), which has been established in terms of the Water Services Act (Act 108 of 1997).

     

    Bloem Water is a Water Board, with the mandate to provide water services to the Southern and Central areas of the Free State Province.

     

    Bloem Water cordially invites Competent Service Providers to tender for rendering of wide area network (WAN) services as well as supporting services to Bloem Water, and to do so, on the following conditions:

     

    Your tender must be in duplicate i.e. one original and one comprehensively completed copy, must be submitted by not later than the date and time as required.  No tender received after this date and time will be considered.

     

    Your tender should be submitted to specifically meet the Mandate and requirements as outlined in this tender specification document.

     

    Tenders may only be submitted in the tender format provided and should not be retyped.  All prices must be clearly discernable.

     

    The additional information required should be provided by completion and submission of the relevant pages in this tender document.  Should the space allowed for this be insufficient, tenderers may add additional pages, with clear cross-references, as annexures to their tenders.

     

    Your tender is to be valid for 60 days and you will undertake not to amend the terms or conditions prior to that date.

     

    Faxed, e-mailed and telegraphic tenders/copies will not be accepted.

     

    The successful tenderer will be required to render its services subject to the contractual requirements as stipulated in the tender and to enter into a Service Level Agreement with Bloem Water.  A copy of the tenderer’s proposed agreement as well as implementation plan should be included for consideration.

     

    The current contract for WAN services is coming to an end and Bloem Water is engaging in a new tender process in order to identify a service provider for the next five years.

     

    The Bloem Water WAN network connects nine (9) sites via an MPLS VPN network.

     

     

    All the sites have microwave links to the MPLS, the current WAN infrastructure is owned and supported by the service provider, and therefore under lease to Bloem Water. The MPLS network provides internet connectivity, APN connectivity as well as a disaster recovery location.

     

    The following are Bloem Water offices with the current bandwidth:

     

    Bloemfontein Head Office (Internet Breakout from here) This is the central connection point for the other eight (8) sites

    Rustfontein Plant (1024kbs Microwave link )

    Welbedacht Plant (1024kbs Microwave link)

    Bethulie Plant (1024kbs Microwave link)

    Tienfontein Pumpstation (128kps Microwave link)

    Groothoek Plant (512kbs Microwave link)

    Gariep Plant (512kbs Microwave link)

    Jagersfontein Plant (512kbs Microwave link)

    Phillippolis Plant (512kbs Microwave link)

    APN ( 1024 Kbps Microwave – 50 GB data bundle)

     

    Scope of Works

     

    This appointment requires a Services provider for provision of the following:

     

    The following specifications are the minimum requirements that should be included in the proposal.

     

    A. Wide Area Network

    1. Dedicated Inter-site Connectivity

     

    • For WAN connectivity, Bloem Water requires a fixed wireless technology (Microwave) platform with advanced monitoring, security and performance-enhancing protocols.
    • NB: Bloem Water will not consider Wi-Fi, Diginet, mobile technology connection or any other connection other than technology specified by Bloem Water.
    • Bloem Water requires a dedicate Virtual Private Network (VPN) with MPLS technology .The managed services will be specified under the “Managed Services” section.
    • The Service Provider will ensure make provision for redundancy, high availability on the core MPLS network. This should be indicated clearly on what measures and controls will be taken and implemented
    • Service Provider will ensure software updates/upgrades are performed on hardware at no extra cost to Bloem Water. All Upgrades/updates to be carried out in line with Bloem Water Change Control Policies.
    • The Service Provider should also provide connectivity and failover to the Bloem Water Disaster Recovery Site (Rustfontein)
    • The WAN Connections will make provision for transmission of data, voice, video and transmission of all system data across Bloem Water.
    • The following table indicates the   required Inter-site connection speeds from the regional offices to the Bloemfontein Office of Bloem Water.
    • Service provide will perform VLANS and QoS configurations required by Bloem Water

     

     

     

     

     

     

     

     

     

     

     

     

     

     

     

     

     

     

     

     

     

    2. nternet Connectivity

     

    • Bloem Water requires a 20MBps dedicated internet line over Microwave via VPN; the internet connectivity should integrate with all components of Bloem Water Infrastructure. The Service Provider will supply all necessary hardware, lines and configure the connectivity in consultation with Bloem Water.
    • Obsolete/slow technologies will not be considered
    • The Service Provider will do a complete configuration but not limited to proxy setup, DNS services; mail transfer etc.
    • An additional ADSL line will be installed and configured (20MB)
    • All Internet traffic should break out through the central firewall in the Bloemfontein office
    • Service provide will perform VLANS and QoS configurations required by Bloem Water

     

    3. Mail Flow

     

    • The Service Provider will ensure that all mail routing works. Currently utilizing MailX server or email management

     

    4. Security

     

    • The Service Provider will ensure and take responsibility of the WAN Security by ensuring that all WAN connections are secure.
    • The Service Provider must detail all the security standards, controls and measures that will be implemented to secure the Bloem Water WAN, APN, internet access, email access and the Bloem Water network in totality.
    • Bloem Water data and systems should be protected at all times from malware; ransom ware; and against known and unknown threats.

     

    5. APN Network for Mobile Users

     

    A private Bloem Water APN that will enable mobile users to connect securely to the Bloem Water network is required. A public APN in use by the cellular service providers is not acceptable. All the mobile devices provisioned for the Private APN should use the same APN Data bundle.

    The following are minimum APN requirements:

     

     

    • The proposal should make provision for at least 100GB of data and shall provide Bloem Water access to a management portal for the APN bundle usage with alerts on usage.
    • The Service provider should indicate all the security measures and controls to be implemented for the APN
    • Bloem Water requires a reversed billing private APN to allow secure and manageable mobile connections into the Bloem Water network.
    • The Service Provider should provide a dedicated APN network for Bloem Water and not the regular public APN networks.
    • All mobile devices to use data from a central APN data account instead of allowing separate data allowances to every device.
    • Mobile devices include: Laptop; Tablets and Smart Phones or any other device with correctly provisioned SIM Card.

     

    The proposal should clearly specify costs associated with the APN and include the following:

     

    • Initial setup cost of APN
    • Monthly cost involved with the APN
    • Monthly costs for Reversed billing including 100Gb data
    • Central Management of the data bundle and access to management portal
    • Initial setup cost per SIM
    • Monthly cost per SIM Card
    • Migration plan of current data sims

     

    6. Hardware

     

    • The Service Provider will provide all the necessary hardware for the WAN connectivity including but not limited to routers and all necessary Microwave link equipment to setup the Bloem Water Network
    • The Service Provider should be able to replace failed hardware as per agreed time frames (see response times for all calls)

     

    7. Managed Services

     

    The following services will be required by Bloem Water:

     

    • Bandwidth Management and Monitoring
    • Traffic Management and Monitoring
    • Network Monitoring and Management
    • WAN Security Management
    • Quality of Service
    • Routing Implementation
    • VLAN Management
    • APN Monitoring and management
    • Firewall Management

     

    Bloem Water will expect monthly reports on all services listed above and all changes should follow Bloem Waters’ Change management policy .

     

    Monthly service level meetings will be required

     

    8. Technical Support / Service Levels

     

    • The Network Service Provider should have a Network Operations Centre (NOC) to proactively monitor network performance and availability.
    • The Service Provide should have a 24 hour call Centre for reporting and logging of all requests. A report of these will be provided to Bloem Water on a monthly basis for reporting purpose.
    • The service provider must be able to do remote and onsite support on all components of the WAN infrastructure to troubleshoot and rectify failures as per SLA.
    • The Service Provider should be able to do remote support/first line support within 30 minutes of reported failure
    • The Service Provide is required to have a Contact Centre with knowledgeable personnel during office hours to provide technical support ensuring 99% WAN uptime in month.
    • The Service provider should be able to response and resolve all WAN challenges within four hours. For Head Office the response and resolution time is 1 hour.
    • An escalation process should be indicated

     

    B. LAN Support

    • The Service Provider will be required to provide LAN support and maintenance on time and material basis on existing LAN infrastructure.

     

    1. Implementation

     

    • The appointed service provider will provide a detailed project plan to execute the project
    • The project shall take no longer than 1month with minimum downtime
    • The service provider shall provide, install, configure, test and on completion ensure that Bloem Water has a completed secure Wide Area network that is interlinked and that all systems are functional.
    • The appointed service provider will ensure that all tests are done for all sites and services before sign off.
    • The appointed service provider will supply Bloem Water with all the documentation (schematics, logical diagrams, and configuration) of the network.
    • All current Bloem Water systems including Firewalls, mail management systems should be integrated to the new infrastructure

     

    2. Monitoring tools

    Bloem Water currently uses the following systems for monitoring the WAN:

     

    • Negios; Manage Engine NetFlow
    •  

    The Service Provider should be able to use the Service Providers current monitoring tools used at the Service Providers NoC

     

    3. Costing

    The costing should clearly indicate once-off and installation costs It should clearly define the monthly costs.

     

    • All Hardware leasing costs should be clearly indicated.
    • Costing should also be itemized and clearly indicated.
    • Rental costs for lines and hardware
    • Once off costs should be clearly indicated
    • Hourly rate for LAN support as and when required.
    • There will be an annual review of the contract.

     

     

    Pre- Qualification Specific Tender Conditions:

     

    The pre-qualifying criteria objective is to advance certain designated groups that meets the specific tendering condition

     

     (a) a tenderer having a stipulated minimum B-BBEE status level of contributor;

     (b) an EME or QSE;

     

    “Designated group” means

    i. Black people

    ii. Black Designated groups

    iii. Women

    iv. People with disabilities; or

    v. Small enterprise, as defined in the National Small Enterprise Act, 1996 (Act No. 102 of 1996)

     

    Preference will be given to Service Providers who have demonstrated previous expertise in the relevant field, capabilities, and have the required qualified human resources.

     

    Preference will also be given to Tenderers who procure only locally produced goods or locally manufactured goods, meeting the stipulated minimum threshold for local production and content.

     

    A tender that fails to meet the pre-qualifying criteria stipulated in the tender documents is an unacceptable tender as stipulated in the PPPF Act 2017, (Act No.5 of 2000): Government Gazette No.40553

     

    Firms who meet the specified pre-qualification will be further evaluated in line with the 80/20 method as per the PPPF Act; Bloem Water reserves the right not to award the tender to the highest scoring bidder.

    PROJECT DESCRIPTION: PROPOSED OFFICES EXTENSION FOR BLOEM WATER

    Bloem Water is a schedule 3B Public Business Enterprises (PFMA, Act 1 of 1999), which has been established in terms of the Water Services Act (Act 108 of 1997).

     

    Bloem Water is a Water Board, with the mandate to provide water services to the Southern and Central areas of the Free State Province.

     

    Bloem Water accordingly invites interested Service Providers to tender for the following construction contract.

     

    Contract BW189/HO/12:  PROPOSED OFFICES EXTENTION FOR BLOEMWATER

     

    Scope of Works

     

    The works consists of the construction of two multi storey office blocks which includes the following, column footings, stub columns, ground beams and concrete surface bed, face brick exterior finish, aluminium windows & doors, steel roof construction with “BrownBuilt Klip-lok metal roofing, timber doors, brick walls, partitions, various internal finishes, plumbing and drainage as well as two links with the existing building, including electrical and mechanical installations.

     

    The external work comprise of paving, relocation of existing carports, water and sewer reticulation, retaining walls, and surface storm water drainage and Fire Protection Installation

     

    The service provider should in all respects comply with the conditions as set out below and as specified in the tender document. It is estimated that tenderers tenderers should have a CIDB Contractor Grading designation of 7GB or higher, in accordance with Regulation 25(1B) or 25(7A) of the Construction Industry Development Regulations, 2004. Potentially emerging (PE) enterprises who satisfy the criteria stated in the bid document may submit bid offers.

     

    Only tenderers that satisfy the eligibility criteria stated in the tender document will be eligible to submit tenders.
